Документы, разрабатываемые ОКОИ совместно с партнерами на этапе оперативного планирования и содержащие детальную характеристику деятельности всех соревновательных и несоревновательных объектов. При составлении таких планов за основу берется оперативный план функционирования типового соревновательного объекта. Документ содержит те же элементы, что и оперативный план функционирования типового соревновательного объекта, но применительно к каждому конкретному объекту, для которого предполагается разработка отдельного документа. Вначале составляется черновик документа, затем, после проведения всех проверок, оформляется окончательная редакция.

venue-specific operating plans
Documents produced by the OCOG and its partners during the operational planning phase, that describe in detail the venue-specific operations of all competition and non-competition venues, building on the model competition venue operating plan output. Contents include: same elements as for model competition venue operating plan but applied to each specific venue. One document is produced for every venue. A draft is produced, then after any testing, the document is finalized.
